Direct Mercury, Aegis, Ares, Calliope, Athena and Argus within their remits. Reconcile priorities, identify gaps and keep specialist recommendations coherent.

Platform allocation

Decide which application should own each part of an approved process. Reuse canonical context and avoid duplicated responsibilities or competing sources of truth.
